This summer, Dallas hit the highest murder rate the city has seen in recent memory despite aggressive efforts by Dallas Police over the past two years to reduce it.
There have been many issues with vagrants and junkies in the streets as well.
This video was shot this week showing a man with a shovel smashing the windows of a pickup truck before removing all the contents of the back seat.
The man was homeless and most likely high on drugs.
