A law enforcement source identified Lafimmas Haynes, 38, as the man killed Thursday afternoon. Police say Haynes also shot two others who are now in critical condition. The source says Haynes was released from University Medical Center’s psychiatric ward just hours before Thursday’s shootings. Haynes had dozens of arrests on his record, including charges of attempted second-degree murder, armed robbery and resisting an officer. Most recently, Haynes was arrested for resisting an officer in Jefferson Parish. On Feb. 10, he was released from custody for prison overcrowding. “The sheriff based on his point system determined that he was the lesser evil with respect to the other people that remained in pre-trial custody on that date,” said Rafael Goyeneche, a criminal justice watchdog. Haynes’ most serious arrest was for attempted second-degree murder in Tangipahoa Parish, in which Haynes pleaded guilty to battery and served years in prison. “That is not an unusual way that a case like that would be concluded, and that’s a prosecutorial decision that’s made on that,” Goyeneche said. Goyeneche said Haynes’ history of incarceration was meant to both punish and rehabilitate him. “I think the state of Louisiana, just like every other state is struggling with the rehabilitation component of all this,” Goyeneche said. Goyeneche added there are multiple factors at play, saying authorities can’t predict the future. The New Orleans Police Department is now reviewing the case. A spokesperson for Tulane called the review a part of standard procedure. Melanie Talia, the CEO of the New Orleans Police and Justice Foundation, said the investigators will likely look at factors such as Haynes’ conduct and proximity to a weapon. “They needed to stop that threat. Public safety was at risk. They did what they chose to do. They made a confident decision.
