I heard around $5 trillion in aid given to Africa last 40 years by the West. Money spent on education is mostly wasted as most of these people are uninterested in learning and, quite frankly, unteachable. Maybe the government of France hasn't spent enough as it should have on education. There is an obvious way to reduce per pupil expenditure though.
