A man is facing arson charges in Tampa after Hillsborough County Sheriff’s Office deputies found him inside a restaurant July 7 with a flaming propane tank. At about 8:45 a.m., deputies responded to a restaurant on West Waters Avenue after a report of an assault in progress. When deputies arrived, they found the business filled with smoke and flames. Surveillance video from the restaurant shows a man setting a propane tank inside the business with flames coming from the valve. A second propane tank outside the building was also on fire, deputies said. Deputies confronted a man later identified as Rubiel Maceo Castillo, 53, inside the restaurant holding two knives. Deputies gave the man commands at gunpoint to drop the knives and surrender.
