A Midland citizen went to City Hall requesting paperwork. He sat inside the public building for an extended period speaking with Strategic Communications Director Stewart Doreen. The footage appears to show that he never raised his voice, never became violent, and was not told what crime he had committed. Then a Midland Police Department officer arrived. She issued commands, placed her hands on him, and ultimately pepper-sprayed him inside City Hall. He was taken outside in handcuffs, transported to the hospital, and reportedly handcuffed to a hospital bed. He has a heart condition and had expressed concern about being forced outside into the extreme heat. After officials reviewed the footage and saw that he had not been acting belligerently, he was released with no charges. No identified crime. No charges. VOLUSIA COUNTY, Fla. — An off-duty Volusia County Sheriff’s Office sergeant was arrested Monday on felony battery charges after an incident at a New Smyrna Beach bar, according to the Volusia Sheriff’s Office. Jason Stickels, 44, was arrested by the New Smyrna Beach Police Department after officers responded to a report of a fight at Merk’s Bar & Grill around 4:20 p.m. According to the Sheriff’s Office, witnesses reported Stickels, who was intoxicated, instigated and created unwanted contact with a couple seated near the bar. Witnesses and video footage showed Stickels first battered a 71-year-old woman seated at a table before battering her 77-year-old husband when he intervened. The Sheriff’s Office said Stickels was quickly subdued by a witness and taken to the ground. No injuries were reported. Stickels is charged with two counts of felony battery on a person 65 years of age or older. Volusia County Sheriff Mike Chitwood addressed the arrest in a social media post, apologizing for the sergeant’s actions. “How to throw away your law enforcement career in 2 minutes. They were given no reason for their arrest and sustained injuries. Ottawa police chief Eric Stubbs is calling on officers who use police databases to meet women to quit. Stubbs says these officers are turning police databases into "their own way to meet women." "We've seen members messaging vulnerable victims on calls that they've attended in an attempt to develop an intimate relationship," Stubbs said. The original video of the incident, which showed an officer throwing a punch at a man in handcuffs, stirred widespread outrage after it was posted online in April. However, that initial footage lacked audio and did not show what led to the physical confrontation. The newly released police bodycam clips include sound and paint a different picture of the events than the angle originally shared on social media, showing that the officer struck the man after being spat on. According to police, the incident occurred in the area of Pembroke Avenue and Eaton Street. Officers responded to the scene following reports that an individual was armed with a knife. Police said the suspect, identified as William Mitchell, began shouting slurs and causing trouble, which eventually led to a scuffle.
