Residents reported a man acting erratically, yelling, screaming, climbing into yards, attempting to enter properties, running at full speed and jumping fences while removing clothing. Deputies located 46-year-old Roel Contreras in an open field. He continued acting erratically, rolling on the ground and yelling. As deputies approached for a welfare check. Deputies restrained him with handcuffs and ankle restraints. No weapons, including Tasers or batons, were used. No criminal charges were determined at the time of detention. Shortly after, Contreras lost consciousness. Deputies began CPR. Emergency medical services continued life-saving measures and transported him to Del Sol Medical Center, where he was pronounced deceased at 6:21 p.m. The El Paso County Medical Examiner’s Office determined the cause of death as acute methamphetamine toxicity, with atherosclerotic cardiovascular disease as a contributing factor. The manner of death was ruled accidental. The El Paso County Sheriff’s Office Major Crimes Unit, Texas Rangers and Internal Affairs Division conducted investigations. Internal Affairs found no policy violations. The Texas Rangers presented findings to the El Paso County District Attorney’s Office. No charges related to the death were announced. Three deputies were placed on administrative leave pending the reviews. Criminal history: On February 23, 2026, Horizon City Police arrested Contreras and Nancy Altamirano, 43, in the 17000 block of Darrington Road after a domestic disturbance call. Contreras identified himself as a caretaker. Officers observed glass pipes with methamphetamine residue during a welfare check and found an elderly individual and Altamirano in a bedroom. Both were charged with abandoning or endangering a child, elderly individual or disabled individual, booked into El Paso County Jail on $2,000 bonds each. Contreras posted a personal recognizance bond. Alisa Hackett, of Osceola, Arkansas, was pulled over on State Highway 18 near Manila at about 10:45 p.m. on Aug. 1 after she was seen driving 71 mph in a 60-mph zone with the vehicle's hazard lights on, according to an Arkansas State Police report of the incident. When she was pulled over, Hackett told state trooper Moisses Arellano she was rushing home because her car's window had broken, according to the police report. Arellano noted that Hackett was not wearing her seat belt, had her license plate covered, and had a cold bottle of liquor in the front seat, according to the police report. In the dashcam footage, Arellano can be heard saying, &#34;Why do you have a Tito's bottle, you're not even 21?&#34; Later in the footage, Arellano acknowledges the bottle was sealed. Arellano described Hackett as &#34;being difficult&#34; when he issued her citations, according to the report. He then called another trooper who said Hackett had been pulled over for speeding &#34;a few days earlier&#34; and had an open alcohol container in her vehicle, but was let go with a warning. The other trooper is heard in the footage telling Arellano, &#34;Well, she got an attitude, take her ass to jail.&#34; Arellano then decided to arrest Hackett, who is 5-foot-1 and 118 pounds, and asked her to step out of the car, according to the report. After initially complying, &#34;she began turning around and repeatedly asked what she had done,&#34; the police report said, adding she continued to pull away from the officer and he &#34;took her to the ground.&#34; &#34;After giving multiple commands for her to roll over without compliance, I delivered one closed-fist strike to the left side of her face in an attempt to gain compliance,&#34; Arellano wrote in the report. &#34;After the strike, she continued resisting by pulling her wrists away and refusing to roll over.&#34; He pointed a stun gun at her midsection, but did not fire, and she then complied in putting her hands behind her back, and she was arrested, the report said. The video, which has circulated on social media, shows the deputy on top of the man and punching him. The video also shows the man grabbing at the deputy's vest and apparently trying to grab equipment. According to Baldwin County Sheriff Bill Massey, it happened recently at the Texaco gas station on Vinson Highway. He says the deputy was dispatched for trespassing at the gas station and the suspect scuffled with the deputy. Massey has not released the name of the suspect or the deputy or released an incident report on the case. He says there's a full video of the incident, but he's also not released that. Massey did not name the deputy or the man involved, but he did say that the man being punched was arrested. The GBI was called in because of the very public nature of the video, which is in total about 13 minutes, according to Massey. Video circulating on social media is much shortly at roughly 13 seconds.
